Landlord Prosecuted After Fire Safety Failings Leave Tenants At Risk

What’s happened?

A recent prosecution by the London Borough of Harrow highlights the serious consequences landlords face when they ignore fire safety notices and fail to supply essential certification.

A four-bedroom property in Edgware, suspected to be an unlicensed House in Multiple Occupation (HMO) was found “riddled” with fire hazards and unsafe living conditions, prompting swift council action and a substantial penalty for the landlord involved.

After complaints about rubbish outside a four-bedroom property in Edgware, council inspectors found the house in a pretty worrying state with no working smoke alarms, a broken boiler, and even a strong smell of gas.

Repeated requests from the council for crucial safety documentation went unanswered. The Landlord failed to provide relevant fire safety documentation or a current electrical safety certificate for the property. These certificates are legally required and form the basis for identifying risks and enforcing standards in HMOs.

On 11 December 2025 at Willesden Magistrates’ Court, The Landlord was found guilty of failing to provide both the fire safety and electrical safety certificates. He was fined £5,000, ordered to pay a £2,000 victim surcharge and contribute £2,000 in costs, a total penalty of £9,000.

These certificates aren’t just paperwork; they help councils check that properties are managed safely and that tenants aren’t at risk. Ignoring notices and leaving hazards unattended puts people in danger and can lead to big fines, legal action, and the property being shut down temporarily.

This case is a reminder that landlord responsibilities are not optional.
